Wilmington Man Arrested with Weapons and Attack Plan Targeting University Police

A 25‑year‑old Wilmington resident, Luqmaan Khan, was arrested after police found a handgun, ammunition, a ballistic plate and a notebook outlining a plan to attack the University of Delaware Police Department during a traffic stop on Nov. 24, 2025.

Arrest and Traffic Stop

On Monday, Nov. 24, 2025, at about 11:47 p.m., police stopped a white Toyota Tacoma in Canby Park West after hours. Officers ordered Khan out of the vehicle; he refused, resisted arrest, and was eventually taken into custody.

Weapons and Notebook Found

During the vehicle inspection, officers discovered:

  • a loaded .357 Glock handgun with 27 rounds and three additional fully loaded 27‑round magazines
  • ammunition for a 9 mm handgun
  • an armored ballistic plate
  • a notebook with handwritten details of additional weapons, ammunition, and how they could be used in an attack

The notebook also contained information on how to hide from law enforcement after an attack, referenced a member of the University of Delaware Police Department by name, and included a layout of a building marked “UD Police Station” with entry and exit points.

Search of Home and Additional Findings

On Tuesday, Nov. 25, 2025, investigators executed a search warrant at Khan’s Wilmington home. They recovered:

  • a Glock 9 mm handgun equipped with an illegal machine‑gun conversion device and hollow‑point ammunition
  • a .556 rifle with a scope and red‑dot laser sight
  • additional ammunition
  • a two‑plate tactical ballistic vest and one ballistic plate

Law enforcement officials posted an image of some of the recovered weapons and ammunition on social media.

University Response

In a letter released following Khan’s arrest, Laura Carlson, interim president of the University of Delaware, said he was an undergraduate student at the school. “The University has temporarily separated the student from the University, including a ban from all UD campuses while legal matters are being resolved,” wrote Carlson noting that police sent out details of Khan’s arrest in a press release. “We have been working closely with law enforcement throughout this matter and are sharing this information with you now that we have been cleared to do so. There are no known or immediate threats to the University of Delaware community. However, the press release describes evidence of a plan that targeted the University of Delaware Police Department (UDPD). This is frightening to all of us.”

Charges and Bail

Khan was charged with resisting arrest, carrying a concealed deadly weapon, weapon violations and related offenses. He was arraigned and committed in lieu of $107,200 cash bail and has been turned over to the Federal Bureau of Investigation for potential additional criminal charges.
