Police responded around 12:45 a.m. to reports of gunfire at the Top of the Ridge Trailer Park on Gibson Road. Officers found a man bleeding heavily from a gunshot wound to his left arm.

Ring camera video obtained by News Of Philadelphia captured the sound of gunshots. Body-camera footage shows officers applying a tourniquet before transporting the victim to a hospital, where he was treated and released.

Investigators said the victim had been walking through the park when he began arguing with the driver of a red car. The dispute turned physical, prompting a passenger-later identified as Fleck-to fire two shots. One bullet hit the victim; the other struck a nearby mobile home. The car sped off with three people inside.

Detectives tracked the vehicle using surveillance video and its license plate. Witness interviews led them to Fleck, who, when questioned, admitted he shot at the victim and acknowledged he lacked a valid permit to carry a concealed weapon, authorities said.

A search of Fleck’s home turned up four firearms, including the 9 mm unserialized “ghost gun” used in the shooting. Police have not yet connected the three additional weapons to other crimes.
