Just good and pure,” childhood friend John Chin told NBC10’s Johnny Archer. Chin added, “Andy didn’t patrol Chinatown but he was always in Chinatown. He grew up here. He goes to church here. He never left.”

The influence of beat cop Joe Louie also shaped Chan’s path. Louie, who patrolled the area on foot or in his car, would often stop by the family restaurant at 10th and Race streets, the former site of a seafood eatery that now stands where it does.

The 2019 Incident and Long‑Term Impact

In 2019, while on patrol riding his motorcycle, Chan was struck by a car. The collision caused severe head trauma that left him in a medically fragile state for six years. Despite medical care, the injuries ultimately led to his death on Dec. 2, 2025.

During that time, Chan remained a respected figure in the community. “We are grieving for Andy here in Chinatown but his impact goes beyond the police department. His impact goes across the region of Philadelphia,” Chin said.

Chan’s 24‑year tenure with the Philadelphia Police Department was marked by dedication to his roots. He never forgot where he came from, and his willingness to help people was noted by many.

“His goodness is pure and comes from his heart. I have not come across anyone like Andy Chan. The goodness that he has, the willingness to help people and just not saying no,” Chin reflected.

Chan was survived by his wife and three children. He will be laid to rest on Tuesday, Dec. 16.
